Determining the Extent of Civil Liability of Engineering Organization Members in Urban Construction Projects Using Decision-Making Mathematics: A Case Study of the Alborz Province Engineering Organization

Abstract
The aim of this research is to determine the level of civil liability of members of the engineering system organization in urban construction projects using multi-criteria decision-making methods. In this research, using the VIKOR and ELECTRE models, the civil liability of members of the engineering system organization in construction projects in Alborz province has been evaluated based on eight main criteria, including causality, fault, predictability, damage control, damage severity, legal duties, standards, and compensatory measures. For data analysis, first a pairwise comparison matrix was performed to evaluate each criterion and then the criteria were weighted. The results of the research showed that in both VIKOR and ELECTRE models, the ranking of civil liabilities was done similarly and the full liability option has the highest liability for damages caused by construction projects. Also, relative liability and partial liability are in the next ranks, respectively, and no liability shows the lowest level of liability. These results indicate the stability and alignment of the models used. Based on this research, it is suggested that in decision-making related to legal responsibilities in the construction industry, mathematical decision-making models such as VIKOR and ELECTRE should be used as useful and accurate tools.
