Presenting the Analytic Hierarchy Process (AHP) Model in Prioritizing Factors Affecting Construction Violations in the Article 100 Commission (Case Study: Chabahar City)

Abstract
library type and field research using a questionnaire. The study population is engineers and experts in the construction industry. The sampling method of this research is purposive. In the first stage, the analysis of statistics and information is done using the Delphi technique and in the next stage, it is done using the Analytical Hierarchy Process (AHP). In the AHP method, the results of the weights and criteria were obtained after entering the questionnaires into the Expert Choice software and finally the options were classified and the results were reported. For each of the achievements, the general method of changes is briefly described.

In the AHP method, it was proven that, according to a detailed examination of the hierarchical analysis and specifying the priority of the criteria, it can be recognized that "cultural and security issues in the province with the first rank of 0.277, reducing the municipality's financial dependence on the votes of the Article 100 Commission with the second rank of 0.248, updating the laws with the third rank of 0.083" are among the important components in prioritizing construction violations in the Article 100 Commission of Chabahar City.

• It is worth noting that the software output is based on the views of construction industry experts regarding the specific conditions in Sistan and Baluchestan province, and these statistics are likely to be completely different in other parts of the country.
