Abstract
This study adopts a combined, evidence-based approach to propose an integrated analytical-executive framework for optimizing supply chains in complex chemical engineering projects through value engineering. Results indicate that in high operational-risk environments, value engineering should shift from mere cost reduction to multi-objective life-cycle cost optimization. Findings include the identification of causal relationships between enabling constructs (e.g., supplier technical involvement and digital modeling) and final performance indicators (NPV and operational risk). Early engagement of specialized suppliers enables realistic evaluation of technical trade-offs. Simulations demonstrate that investment in this framework, despite slight increases in CAPEX and extended basic engineering phases, results in a 6% reduction in specific energy consumption and a 33% reduction in unexpected downtime risk. The proposed framework, aligning technical, informational, contractual, and organizational layers, assists project managers in making optimized, resilient, and innovation-driven supply decisions.
