Determining the percentage of project progress is one of the most important issues in the "planning" and "control" phases of project management and control for all. Beneficiaries of the organization, including employers and contractors, are of great importance. In most cases, both cost and time factors are used to determine the percentage of actual project progress. However, in practice, there are many effective factors that ignoring them or rendering them inadequate makes the percentage of project progress declared inconsistent with reality. Therefore, the main purpose of this paper is to estimate the rate of project progress taking into account all the criteria that influence the project progress.
