Comparative Analysis of International Value Engineering Standards (SAVE, BS, EN, ASTM) and Presentation of a Proposed Model for Iran

Abstract
This paper presents a comparative analysis of international value engineering standards, including SAVE, BS EN, and ASTM. The main issue is the necessity of selecting the appropriate standard given the diversity and distinct characteristics of these standards in engineering and construction projects. The research aims to examine the features, advantages, disadvantages, and application domains of each standard to provide a framework for optimal selection. The innovation and novel contribution of this study lie in offering a systematic comparative analysis and, additionally, designing a proposed localized model for implementing value engineering in Iran. The findings indicate that the SAVE standard, with its managerial approach, primarily focuses on cost and resource optimization in large-scale construction projects. The BS EN standard is more commonly used in industrial projects within the European Union, emphasizing safety, quality, and environmental considerations. The ASTM standard, focusing on evaluating the technical properties of materials, is widely used in industries such as oil, gas, and chemicals. The final results suggest that the selection of a standard should be based on the type of project, its scale, technical requirements, and geographical context. In the final section, considering the existing challenges in Iran, a proposed model is presented, encompassing specialized training, localization of standards, development of evaluation systems, and the use of new technologies for the effective implementation of value engineering
