An integrated model of cultural attachment with HSE management system and stakeholder management in construction projects: A systemic and evidence-based approach

Abstract
Due to their complex nature, large scale, and extensive socio-economic interactions, construction projects in Iran require mechanisms to manage cultural and stakeholder impacts. Cultural attachment has been introduced in recent years as a policy tool to measure the socio-cultural consequences of projects, but it often lacks a structured connection with HSE and stakeholder management systems. This study aims to present an integrated cultural attachment-HSE-Stakeholder model, with a hybrid approach based on content analysis, interpretive structural modeling (ISM), and multi-criteria evaluation. The results show that key variables including social capital, local community interaction patterns, safety culture, risk perception, communication transparency, and project governance structure play a strategic role in cultural stability and improving HSE performance of projects.The proposed three-layer integrated model (intersystem layer, process layer, and monitoring layer) can be used as an operational framework for employers, supervisors, and policymakers.
