چکیده
یکی از راهکارهایی که میتواند بر ایجاد نظام مدیریت پایدار شهری و کاهش تبعات ترافیکی نقش اساسی داشته باشد، ایجاد سامانهی توزیع بودجه و بهینهسازی آن بر اساس الگوهای اثبات شده است تا علاوه بر اینکه از اتلاف انرژی هم در ابعاد انسانی و فنی جلوگیری شود، زمینه-ی روانسازی بار ترافیکی با کمترین هزینه، تسهیل گردد. ارائهی مدل بهینه از توزیع بودجه میتواند از دو جنبه ی کمی و کیفی ایجاد و تثبیت گردد. در جنبه ی کمی، تمرکز بر مناطق شهری و در جنبهی کیفی تاکید بر شیوهی بهینهسازی تخصیص بودجه به مولفههای نیازسنجی مدیریت حمل و نقل است که طیف وسیعی از ماهیت خدمات تا قیمت و انعطافپذیری سازمانها در ارائهی خدمات به شهروندان را شامل میشود. هدف از انجام پژوهش، ارائهی رویکردی از بهینهسازی خطی در قالب مدل ماتریسی اصلاح کیفی بودجهی حمل و نقل و ترافیک شهری بیرجند است که دارای مزایای سادگی، انعطاف پذیری، دقت و سرعت در استفاده بوده و نیز فرایندهای پویای بین زمانی را پوشش میدهد. روش انجام تحقیق مبتنی بر ادغام شیوه تکنیک دلفی (که با استفاده از این روش، نظرکارشناسان از طریق پرسشنامهای که متمرکز بر شش بعد ماهیت خدمات، کیفیت خدمات، زمان ارائهی خدمات، قیمت خدمات، انعطافپذیری در خدمات است جمع آوری گردیده) با روش سلسله مراتبی که برای جمع آوری اطلاعات از پرسشنامه در حجم نمونهی 30 نفری از کارشناسان استفاده شده است و سهم هر یک از ابعاد شش گانهی فوق الذکر در بازهی زمانی معین از کل بودجه معین شده و با تکسونومی عددی مورد وزندهی قرار گرفته و سازگاری آن سنجیده میشود. یافتههای پژوهش حاکی از این است که مدل کنونی تخصیص بودجه در مدیریت ترافیک و حمل و نقل شهری بیرجند بهینه نبوده و نیاز به بازنگری جدی دارد. بیشترین فاصله از شرایط ایدهآل در تخصیص بودجه را انعطافپذیری در ارائهی خدمات و سپس بودجهای است که مصروف زمان ارائهی خدمات به شهروندان میگردد. نتایج بدست آمده حاکی از این است که مدل کنونی بودجه در برخی مولفههای مدیریت ترافیک و حمل و نقل شهری نیاز به بازنگری جدی دارد.

One of the solutions that can play a key role in creating a sustainable urban management system and reducing traffic consequences, is to create a budget distribution system and optimize it based on proven patterns, in addition to wasting energy in human dimensions. And technically prevent, facilitate the flow of traffic load at the lowest cost. Providing an optimal model of budget distribution can be created and stabilized from both quantitative and qualitative aspects. Quantitatively, the focus is on urban areas, and qualitatively, the emphasis is on how to optimize budget allocation to the components of transportation management needs assessment, which range from the nature of services to price and the flexibility of organizations. Involved in providing services to citizens. The purpose of this research is to present an approach of linear optimization in the form of a qualitative correction matrix model for transportation and urban traffic budget of Birjand, which has the advantages of simplicity, flexibility, accuracy and speed in use, as well as dynamic processes between Covers time. The research method is based on the integration of the Delphi technique method (which uses this method to collect expert opinions through a questionnaire that focuses on six dimensions of service nature, service quality, service delivery time, service price, flexibility in services By a hierarchical method that has been used to collect information from a questionnaire in a sample size of 30 experts and the share of each of the above six dimensions in a certain period of time from the total budget has been determined and It is weighted by numerical taxonomy and its compatibility is measured. Findings indicate that the current model of budget allocation in traffic management and urban transportation in Birjand is not optimal and needs serious revision. The maximum distance from the ideal conditions in allocating the budget is flexibility in providing services and then the budget that is spent on providing services to citizens. The results indicate that the current budget model in some components of traffic management and urban transportation needs to be seriously reviewed.
