چکیده

در سال‌های اخیر شاهد رشد روزافزون فن آوری و پیشرفت‌های سریع و همه جانبه در صنعت ساخت و ساز هستیم. این پیشرفت‌ها هرچند منجر به بهره وری و رشد و شکوفایی اقتصادی می‌شود ولی باعث ایجاد دغدغه‌ها و چالش‌های جدیدی در زمینه‌های مختلف از جمله سلامت، ایمنی و محیط زیست خواهد شد. واضح است که رشد روزافزون فن آوری سبب تعریف بیشتر و گسترده تر پروژه‌های مختلف در صنعت ساخت و ساز خواهد گردید و به تبع آن استفاده از نیروی انسانی و مصالح و ابزارآلات بیشتر می‌شود. این مسئله موجب ایجاد اثرات نامطلوب روی سلامت، ایمنی و محیط زیست انسان خواهد گردید. [1] از این رو توجه به مدیریت سیستماتیک HSE در صنعت ساخت و ساز ضروری به نظر می‌رسد. همچنین توجه به این نکته ضروری است که کاهش حوادث ناشی از کار به دلیل منافع آن برای ذینفعان پروژه بسیار مورد توجه است به نحوی که معمولا در پروژه‌ها برنامه هایی که منجر به کاهش حوادث می‌شوند برای مدیران پروژه بسیار جذب کننده هستند. [2] اینجاست که مدیریت HSE در پروژه‌های ساخت و ساز به عنوان یک حوزه تعیین کننده و کلیدی وارد عمل می‌شود و با تلفیق با مدیریت ریسک پروژه از هزینه‌ها و پیامد‌های ناخوشایند جانی و مالی پروژه می‌کاهد. در این مقاله نقش سیستم مدیریت HSE در رسیدن به توسعه پایدار، تاثیر آموزش مدیران پروژه بر کاهش حوادث، راهکارهایی جهت ارتقای ایمنی، یک مدل جهت توسعه سیستم مدیریتHSE و اثر بخشی برنامه‌های ایمنی جهت کاهش حوادث ناشی از کار به صورت مروری مورد بررسی قرار گرفته اند.

چکیده [English]

In recent years, we have witnessed the increasing growth of technology and rapid and comprehensive advances in the construction industry. Although these developments will lead to productivity, economic growth and prosperity, they will create new concerns and challenges in various fields, including health, safety and the environment. It is clear that the increasing growth of technology will lead to more and wider definition of various projects in the construction industry and consequently, the use of manpower and materials and tools will increase. This will have adverse effects on human health, safety and the environment. [1] Therefore, it seems necessary to pay attention to the systematic management of HSE in the construction industry. It is also important to note that reducing work-related accidents is so important to project stakeholders because of its benefits, so that projects which reduce accidents are usually very attractive to project managers. [2] This is where HSE management in construction projects comes into play as a key area, combined with project risk management, reduces the costs and adverse consequences of the project. In this paper, the role of HSE management system in achieving sustainable development, the effect of training project managers on reducing accidents, strategies to improve safety, a model for developing HSE management system and the effectiveness of safety programs to reduce work-related accidents are reviewed.
