Today, the multiplicity of accidents in the city, which in many cases has led to the death of pedestrians, is one of the main challenges in urban management. This study tries to explain individual factors such as age and gender, behavioral factors in line with the safety levels of pedestrians on streets without traffic signs that have a higher level of risk and consequently lower safety. Let's review and analyze. This research is a cross-sectional study that has been done by descriptive-analytical method. The statistical sample of this research is 218 pedestrians in the city of Birjand, which was filmed between 8 am and 8 pm with the focus on proper visibility, by simple random sampling. Findings indicate that the elements that shape and stabilize the safety of pedestrians can affect pedestrian safety by up to 70%. From the total impact, the waiting time can be increased by about 67%, affecting the pedestrian safety margin the most, and in the later stages, respectively, the passing time by about 60%, the time to look at the vehicle. They are in the second to fourth stages before and after the crossing with about 49% and repeated looking at the vehicle before and after the crossing with 25%. The results of this study also show that age and gender have a direct impact on the safety margin of pedestrians. Time is more cautious and lawful than environmental factors and changes in traffic, and has a higher safety margin. The results also show that the lower the average age, the lower the safety margin of pedestrians.
