چکیده
یکی از مهمترین چالش شهرداری‌ها، تامین منابع مالی مورد نیاز جهت انجام پروژه‌های عمرانی مورد نیاز شهرها می‌باشد. اما به دلایل گوناگون اجرای پروژه‌ها، بر مبنای زمان‌بندی و سرعت قابل قبول به اجرا در‌نمی‌آید. یکی از مهمترین دلایل آن عدم تامین منابع مالی است هدف از تحقیق حاضر بررسی روشهای تأمین منابع مالی نوین در پروژه‌های شهرداری یزد می‌باشد. ابزار گرد‌آوری اطلاعات در این تحقیق کتابخانه‌ای و پرسشنامه‌ای می‌باشد. جامعه آماری این تحقیق کارکنان شهرداری یزد مرتبط با بخش مالی به تعداد 50 نفر در سال 1400-1399 می‌باشد که حجم نمونه با استفاده از فرمول کوکران، 44 نفر بدست آمد. در جهت تجزیه و تحلیل اطلاعات از روش دلفی بهره گرفته شد. نتایج تحقیق حاکی از این است که عامل‌های مشارکت در سرمایه، تسهیم سود، استصناع، خطوط اعتباری و ... به منظور کاهش هزینه‌های اجرایی پروژه‌ها از مهمترین روشهای تأمین منابع مالی شهرداری‌ها می‌باشد همچنین وابستگی بودجه شهرداری یزد به منابع درآمدی ناپایدار از مهمترین موانع در جهت تأمین روشهای نوین مالی پروژه‌ها می‌باشد.

ABSTRACT
One of the most important challenges for municipalities is to provide the financial resources needed to carry out the development projects required by cities. But for various reasons, projects are not implemented on an acceptable schedule and speed. One of the most important reasons is the lack of funding. The purpose of this study is to investigate the methods of financing new projects in Yazd Municipality. The data collection tool in this research is a library and a questionnaire. The statistical population of this research is Yazd Municipality employees related to the financial sector to 50 people in 2021 that the sample size using Cochran's formula was 44 people. Delphi method was used to analyze the information. The results indicate that the factors of capital participation, profit sharing, artisan, credit lines, etc. in order to reduce project operating costs are the most important methods of financing municipalities. Also, the dependence of Yazd Municipality budget on unsustainable revenue sources is one of the most important obstacles to provide new methods of financing projects.
