ارزیابی تاثیر سرمایه گذاری بخش خصوصی بر کارایی مدیریت ساخت پروژه های شهری (مطالعه موردی شهر چابهار)

چکیده
سرمایه‌گذاری بخش خصوصی یکی از راهکارهای کلیدی تأمین مالی پایدار، کاهش بار مالی دولت و ارتقای کارایی پروژه‌های عمرانی در مناطق کمتر توسعه‌یافته است. این سرمایه‌گذاری نه تنها منابع مالی را تأمین می‌کند، بلکه با ورود فناوری‌های نوین، دانش فنی، مدل‌های مدیریتی کارآمد و افزایش شفافیت، چالش‌های رایج مدیریت ساخت پروژه‌های شهری مانند تأخیر، هزینه‌های مازاد و کیفیت پایین را برطرف می‌نماید. در شهر چابهار به عنوان منطقه آزاد استراتژیک با پتانسیل بالای توسعه بندری و زیرساختی، بررسی تأثیر این نوع سرمایه‌گذاری بر کارایی مدیریت ساخت ضروری به نظر می‌رسد. در این پژوهش کاربردی و توصیفی-پیمایشی، تأثیر سرمایه‌گذاری بخش خصوصی بر کارایی مدیریت ساخت پروژه‌های شهری چابهار مورد ارزیابی قرار گرفت. جامعه آماری شامل ۱۲۰ نفر از مدیران و کارشناسان پروژه‌های شهری بود که ۹۲ نفر به روش نمونه‌گیری تصادفی هدفمند انتخاب شدند. داده‌ها با پرسشنامه استاندارد ۷۰ گویه‌ای (مقیاس لیکرت پنج درجه‌ای) جمع‌آوری و با نرم‌افزارهای SPSS و SmartPLS (روش حداقل مربعات جزئی) تحلیل گردید. روایی و پایایی ابزار کاملاً تأیید شد. نتایج نشان داد سرمایه‌گذاری بخش خصوصی تأثیر مثبت و معنادار قوی بر کارایی مدیریت ساخت دارد. بیشترین تأثیر از مولفه‌های ارتقاء استانداردهای اجرایی و تسریع زمان اجرا مشاهده گردید و سایر مولفه‌ها (تأمین مالی، کاهش بار دولت، انتقال فناوری، بهره‌وری منابع و شفافیت مالی) نیز اثر مثبت و معنادار داشتند. یافته‌ها بر اولویت کیفیت اجرایی و زمان‌بندی در سیاست‌گذاری شهری چابهار تأکید دارد و پیشنهاد می‌کند توسعه مدل‌های مشارکت عمومی-خصوصی (PPP/BOT) و سامانه‌های شفافیت مالی در اولویت قرار گیرد.

چکیده English

private sector investment is recognized as one of the key mechanisms for sustainable financing, reducing the financial burden on governments, and enhancing the efficiency of civil projects in less developed regions. This investment not only provides financial resources but also introduces advanced technologies, technical knowledge, efficient management models, and greater transparency, thereby addressing common challenges in urban construction project management such as delays, excess costs, and low quality. In Chabahar, as a strategic free trade zone with high potential for port and infrastructure development, examining the impact of this type of investment on construction management efficiency appears essential. In this applied and descriptive-survey research, the effect of private sector investment on the efficiency of urban construction project management in Chabahar was evaluated. The statistical population consisted of 120 managers and experts involved in urban projects, from which 92 individuals were selected through purposive random sampling. Data were collected using a standard 70-item questionnaire (five-point Likert scale) and analyzed with SPSS and SmartPLS software (partial least squares method). The validity and reliability of the instrument were fully confirmed. The results indicated that private sector investment has a strong positive and significant impact on construction management efficiency. The greatest effects were observed from the components of improving executive standards and accelerating execution time, while other components (project financing, reducing government financial burden, technology and technical knowledge transfer, increasing resource productivity, and enhancing financial transparency) also showed positive and significant effects. The findings emphasize the priority of executive quality and scheduling in Chabahar's urban policy-making and recommend that the development of public-private partnership models (PPP/BOT) and transparency systems be prioritized.
