Critical oil and gas infrastructure projects face disruptions whose consequences cannot always be managed through preventive risk controls alone. This study focuses on the project-organization level and identifies resilience capabilities relevant to disruption management, followed by a preliminary content validation of their indicators. A targeted synthesis of the literature produced a proposed framework comprising three dimensions, 16 capabilities, and 48 indicators. The necessity of the indicators was assessed by six experts using the content validity ratio (CVR). For this six-member panel, a CVR threshold of 1.00 was applied during the methodological re-analysis, based on a one-sided exact binomial criterion at the 0.05 level; this threshold had not been preregistered before expert responses were collected. Thirty-two indicators received six 'essential' ratings and met the threshold. The remaining 16 indicators received four 'essential' and two 'useful but not essential' ratings (CVR=0.33) and were retained only as candidates for revision and reassessment. Only two of the 12 indicators in the adaptation and learning dimension met the threshold; therefore, the 32-indicator subset does not cover all proposed capabilities. The findings provide preliminary evidence on the content necessity of individual indicators and should not be interpreted as structural validation of the three-dimensional framework or the 16 capabilities, nor as evidence that the instrument is ready for standardized project assessment.
